Opinions of the General Office of the State Council on Promoting High-Quality Development of the Livestock Industry

Animal husbandry is an important industry that has a bearing on the people's livelihood, and meat, eggs and milk are important varieties of the people's “food basket”. In recent years, China's comprehensive production capacity of animal husbandry has been increasing, playing an important role in ensuring food security, prosperity of the rural economy, and promoting farmers and herdsmen to increase their income, but there are also outstanding issues such as the quality and efficiency of industrial development is not high, the support and guarantee system is not sound, and the ability to withstand various risks is weak. In order to promote the high-quality development of animal husbandry and improve the ability to ensure the security of supply of livestock and poultry products, with the consent of the State Council, the following opinions are put forward.
1. General Requirements
(1) Guiding ideology
Guided by Xi Jinping's thought of socialism with Chinese characteristics in the new era, implementing the spirit of the 19th CPC National Congress and the 2nd, 3rd and 4th Plenary Sessions of the 19th CPC Central Committee, conscientiously implementing the decision-making and deployment of the CPC Central Committee and the State Council, firmly setting up a new development concept, guided by the implementation of the strategy of revitalization of the countryside, with the structural reform of the supply side of the agricultural industry as the main line, transforming the mode of development, strengthening scientific and technological innovation, policy support and the safeguard of the rule of law, and accelerating the construction of modern Livestock and poultry breeding, animal epidemic prevention and processing and circulation system, and constantly enhance the quality, efficiency and competitiveness of animal husbandry, to form a new pattern of high-quality development with high output efficiency, product safety, resource conservation, environmental friendliness, and effective regulation and control, and to better meet the people's diversified demand for consumption of livestock and poultry products.
(2) Basic Principles
Adhere to the market-led. Guided by market demand, give full play to the decisive role of the market in resource allocation, lift unreasonable barriers that restrict the development of animal husbandry, and enhance the vitality of animal husbandry development.
Adhere to the priority of epidemic prevention. Prevention and control of animal diseases as the prevention of risks in the animal husbandry industry and the prevention and control of zoonotic diseases.
Take prevention and control of animal diseases as the primary line of defense against the risks of the animal husbandry industry and zoonotic diseases, focus on strengthening the epidemic prevention team and capacity building, and implement the responsibility of the government and market entities for epidemic prevention and control, so as to form a synergy of prevention and control.
Adhere to green development. Integrate the carrying capacity of resources and environment, the ability to guarantee the supply of livestock and poultry products and the ability to utilize the resources of breeding waste, synergistically promote livestock and poultry breeding and environmental protection, and promote sustainable development.
Adhere to policy guidance. Better play the role of the government, optimize the regional layout, strengthen policy support, accelerate to make up for the shortcomings and weaknesses in the development of animal husbandry, strengthen market regulation and control, to ensure the effective supply of livestock and poultry products.
(3) Development Goals
The overall competitiveness of the animal husbandry industry has steadily improved, the ability to prevent and control animal diseases has been strengthened, the level of green development has been significantly improved, and the ability to guarantee the security of the supply of livestock and poultry products has been greatly improved. The self-sufficiency rate of pork will be maintained at about 95%, the self-sufficiency rate of beef and mutton will be maintained at about 85%, the self-sufficiency rate of milk will be maintained at more than 70%, and basic self-sufficiency will be realized for poultry meat and eggs. The livestock and poultry farming scale-up rate and the comprehensive utilization rate of livestock and poultry waste will reach more than 70% and 80% respectively by 2025, and more than 75% and 85% respectively by 2030.
